Since our re-privatization in 2007, we have been investing in infrastructure projects that will improve and expand water and wastewater services in the West Zone. We are committed to sustaining our investments until the end of our contract with the Philippine government. Below are some of our infrastructure projects.

ACCREDITATION PROCESS

Maynilad undertakes various infrastructure expenditure projects. Therefore, it is necessary that contractors, who are technically and financially capable, with high management system standards, are accredited by Maynilad to implement these projects.

Each contractor must undergo the complete accreditation process which requires the contractor to accomplish the Contractor Accreditation Questionnaire and undergo a scheduled audit.

Maynilad regularly monitors the accredited contractors’ qualifications, quality of work, and performance to ensure their conformity with Maynilad’s standards. Accredited contractors are required to undergo the yearly process of reaccreditation.

Phase I – Basic Company Information

All contractors applying for accreditation are required to submit the specified requirements, and completely accomplish the Contractor Accreditation Questionnaire.

They must have a working capital of at least Two Million Five Hundred Thousand Pesos (₱2.5M) per year to pass the financial requirement of Maynilad.

Only contractors who pass the initial financial screening shall proceed with the accreditation process.

Phase II – Financial Capacity

Upon endorsement of Maynilad, the contractor must undergo the financial evaluation by a third party service provider, CRIF D&B Philippines, Inc., as part of the accreditation process. The contractor shall settle the payment for processing fees within five (5) days from endorsement and submit complete requirements on or before the given deadline.

Phase III – Technical Capability

The contractor must have technical expertise and experience in handling works similar to Maynilad projects. The contractor must also comply with the minimum requirements for equipment and manpower inspected during the scheduled technical audit.

Phase IV – Management Capability

The contractors must submit the following documents, which are aligned with the CPE criteria, to assess if the contractor will be able to comply with Maynilad standards in executing any awarded project.

  • Safety Policy and Procedure
  • Quality Manual and Quality Assurance Plan
  • Project Controls Policy Manual
  • Risk Management Plan

Categorization

The result of the technical and financial evaluation determines the type of projects that the contractor is qualified to bid on.

BIDDING PROCESS

1. Submit a letter of intent

Indicate your intention to bid for a specific project.

2. Purchase prequalification documents

Contractors may purchase prequalification documents once an invitation for prequalification is issued.

4. Purchase bidding documents

Bidders that satisfied the prequalification requirements will be asked to purchase the formal bidding documents to start preparing for the submission of bids.

5. Submit bidding documents

Bidding documents may consist of two components, depending on the requirement of the project: the technical bid and the financial bid. The two components must be submitted together but in separate expanding envelopes.

The evaluation of the two components of bid is done sequentially. Only financial bids of contractors that passed the evaluation of technical bids will be opened and evaluated.

The lowest complying bid will be recommended for award to the Contracts and Awards Committee (CAC). The CAC is the body that approves all recommendations for award in any contract with Maynilad.

The winning contractor will be issued a Notice of Award which indicates the corresponding requirements necessary for the execution of Maynilad infrastructure projects.

A competitive bidding where any interested contractor/consultant may participate. Contractors/consultants are subject to eligibility check before they are allowed to bid.
