Program Management Officer (Electrical Engineering)

MAJOR RESPONSIBILITIES

  1. Updates monitoring records/log sheets of projects received for detailed electrical design or for preparation of relevant tender bidding documents.
  2. Check project requirements if with complete data in order to proceed with detailed electrical design (may see from a checklist of requirements)
  3. Monitors regularly the progress of Electrical Projects, in-house and outsourced in accordance with the technical specifications and project requirements;
  4. Assists in the preparation of detailed engineering design and other technical bidding documents for CAPEX in-house and out-sourced projects in accordance with specified quality, cost and time frame and acceptability in accordance with the technical specifications and project requirements;
  5. Reviewing the complete Technical Bidding documents (Electrical) prepared by the PM Engineer for:
    i. Water / Wastewater Treatment Facilities and Conveyance System
    ii. Pumping Stations (above ground and inline booster);
    iii. Supply Improvement Projects
    iv. Design and Build Projects;
  6. Reviews monitoring records/ log sheets of RFIs received by the Unit for evaluation/ recommendation within the service level agreement.
  7. Assists the GIS survey team in undertaking the planimetric and topographic surveys prior to engineering design of the proposed projects within the given time frame.
  8. Assists in the preparation of concept design, and other relative electrical requirements of FEED.
  9. Reviews evaluation on Construction Methodologies/ Equipment installation and Materials/equipment in accordance with Contract requirements and Maynilad standard specifications.
  10. Assists in the accurate evaluation of technical brochures, materials and construction methodologies.
  11. Reviews evaluation and recommends acceptable schemes of design for completion and coordinates all Working Drawings submitted by Engineers and Contractors prior to implementation on site within the prescribed time frame, and in accordance with Maynilad Standard Drawings and Specification.
  12. Reviews, checks in coordination with End Users the submitted Design Drawings of “Design and Build” projects by Consultants or Contractors prior to implementation on site within the prescribed time frame and in accordance with Maynilad Standard Drawings and Specification.
  13. Reviews technical response to Contractor and other Stakeholder’s request for information (RFI)
  14. Monitor, review, and check in coordination with End Users the submitted Design Drawings, and other RFIs prepared by contractors/ consultants in accordance with specified quality, cost and time frame and acceptability in accordance with the Service Level Agreement.
  15. Review validation made for requests for Unit Cost Estimate (UCE) for completeness, accuracy and consistency prior to endorsement to Cost Estimate or return to Requestor for compliance of requirements.
  16. Conducts investigation on site, and reviews submitted investigation report with findings, comments, evaluation and recommendation as may be required.
  17. Assists in the preparation of Service Orders in coordination with the Consultant, monitor and review the output of Consultants in accordance with specified quality, cost and time frame and acceptability as required in the contract.
  18. Reviews of update of design status of in-house and outsourced projects and prepares personnel monitoring and work allocation as per quality management system.
  19. Assists in the review of new and revised policies, operational procedures and work iInstructions, where necessary.
  20. Assists in the review of new and revised Standard Technical Specifications and Standard Drawings, where necessary.
  21. Coordinate with the Consultants, as required / applicable.
  22. Coordinate and prepare calendar invites to all prospective attendees who may need the knowledge transfer;
  23. Gathers data for presentations with regards to finished projects and obtain lessons learned and items for improvement.
  24. Does other related engineering and management tasks as may be assigned.

QUALIFICATIONS AND COMPETENCY REQUIREMENTS

MINIMUM EDUCATION
Licensed Electrical Engineer

WORK EXPERIENCE
• At least two (2) years working experience related to Electrical Design;
• Work experience in electro-mechanical design or operation of water and wastewater, power or petrochemical industry an advantage.

KNOWLEDGE, SKILLS, and ABILITIES
• Good in planning, organizing, implementing and control
• Possesses analytical and technical competency related to the job
• Knowledge in ETAP Electrical Power System Analysis Software is an advantage
• Knowledge in electro-mechanical systems of water and wastewater, power or petrochemical facilities
• Excellent verbal and written communications skill
• Familiar with international or local safety standards.
• Knowledge in office software such as Autocad, Word, Excel, Powerpoint, etc.
